I've looked off and on for Celicas over the past few years now and they're incredibly hard to find in decent shape. Everyone who has ever owned one apparently beat the shit out of it. On the rare occasion that you find a nice one, they are often accompanied by $10k+ asking prices.
That's why I'd focus on stuff that's less desirable and thus depreciated further - like everything from Saturn, Pontiac, Saab, Mazda, Mercury, Kia/Hyundai, and really sedans/hatches in general.
Those Milans are pretty good cars. It's a badge-engineered first gen Mazda6/Fusion, complete with double wishbone suspension.
I'm currently texting and driving the Fusion. It's a solid appliance, inoffensive, reliable, comfortable, more fun to drive than a Camry, but that's about it. Not a bad gf/wife car.

The previous impala and Chrysler 200 I rented are really appliances. Though I like the 200 chrysler way better, same with my friends 2014 Impala too, much nicer and more comfortable than the previous.

It's not capped. Expensive cars are expensive. It's tied to some NADA valuation. Rich don't get richer in this particular case.
