Touching the signal wires wouldn’t short the ECM, but it would cause a “shorted low” code.
Of the heater supply wires shorted, it should have blown a fuse and not the ECM.
Do you know what code is being thrown?
Edit: fuse blowing comment assumes that the heater circuit is fused. If the ECM drive the heater circuit directly (ie doesn’t use a relay) and isn’t fused and the supply wire is live, then yes, if it’s shorted to ground it will kill the ECM driver.

If you can get the code and description, it'll help guide things in the right direction. Any time a shop starts pointing at an ECM for a fault code I get it's pretty rare, but if an ECM fails it's usually due to a driver.
There's not a lot of good trouble shooters theses days, but plenty of guys have no problem throwing parts at things. Diagnostics, not swapnostics
